Putian Border Defense Detachment Creates "Great Supervision"

In a groundbreaking move, the Putian Border Defense Detachment has introduced an innovative "comprehensive supervision" system. This approach integrates oversight from various departments, including business units, legal officers, auditors from the logistics department, disciplinary inspection staff, and representatives from the Letters and Visits Office, as well as efficiency monitors. All these roles are unified under the supervision of the Disciplinary Inspection Commission, which directly oversees operations. This pioneering model was launched in May of last year and became the first of its kind within the national public security forces. Following the consolidation of supervisory powers, the detachment upgraded its online real-time monitoring system. High-definition cameras have been installed across all 14 grassroots border police stations in Putian, covering service halls, duty rooms, and case handling areas. The footage is transmitted live to the detachment headquarters. A dedicated officer at the Disciplinary Inspection Supervision Committee continuously monitors the feeds. Any violations detected are immediately captured with screenshots and reported weekly at the “Internet Exposure Desk.” Those found in breach of regulations face appropriate disciplinary actions. The focus of this monitoring lies in the service halls and duty rooms that directly interact with the public. On the same day the reporter visited the supervision center, inspector Xiao Chen was watching the computer screen. On it, 14 base station police stations were displayed in real time. Xiao Chen opened the live feed from the Jiangkou Border Police Station’s service hall and observed only one civilian officer working at the “Household Registration Management” counter. The surveillance video showed that the officer was fully engaged and handled the task efficiently. After one year of continuous monitoring, the service attitudes and quality of grassroots police officers have significantly improved. A local police instructor shared that the phrase “supervision three feet off the ground” now serves as a constant reminder for officers to maintain the best service attitude and the highest work efficiency. Over time, these positive habits have become the standard practice. Xiao Chen, who has been monitoring the screens for over a year, mentioned that initially, six or seven police stations were exposed each week on the “Internet Exposure Desk,” but this number has now dropped to two or three. This reduction reflects the success of the supervision system in driving behavioral change and fostering a culture of accountability and excellence.
