In the Putian Border Defense Detachment, a groundbreaking supervision system has been introduced, known as the "Great Supervision" model. This approach integrates multiple supervisory roles, including those from business departments, legal teams, auditors within the logistics department, disciplinary inspection personnel, and representatives from the Commission for Discipline Inspection. It also incorporates oversight from the letters and visits department, efficiency monitoring, and direct supervision by the Disciplinary Inspection Commission. All these roles are unified under a centralized scheduling system. Launched in May of last year, this initiative marked the first of its kind within the national public security forces.
After consolidating supervisory authority, the detachment swiftly upgraded its online real-time monitoring system. In all 14 grassroots border police stations across Putian, high-definition cameras were installed in service halls, duty rooms, and case handling areas. These cameras transmit live footage to the detachment headquarters, where a dedicated team at the Supervision Committee of the Disciplinary Inspection Commission continuously monitors the feeds. Any violations detected are immediately captured through video screenshots and reported weekly at the “Internet Exposure Desk.†Those found guilty of misconduct are dealt with according to established regulations.
The service halls and duty rooms that directly interact with the public are the primary focus of this monitoring effort. On the same afternoon, when a reporter visited the supervision center, inspector Xiao Chen was closely watching the computer screen. The screen displayed live feeds from the 14 base station police stations. Xiao Chen opened the feed from the Jiangkou border defense police station’s service hall and observed only one civilian officer working diligently at the “household registration management†counter. The surveillance footage showed that the police service was efficient and well-organized.
After a full year of comprehensive monitoring, the service attitude and quality of staff at the grassroots police stations have significantly improved. A grassroots police instructor noted that simply knowing there is “monitoring three feet off the ground†keeps officers at their best performance. Over time, these good habits have become standard practice. Chen, who has been monitoring the screens for over a year, mentioned that the weekly “Internet Exposure Desk†used to report on six or seven police stations, but now it's down to just two or three.
