The main purpose of an emergency response plan is to provide a standardized procedure for emergency operations, enabling quick and efficient actions based on predefined steps. This plan typically includes six key components:

Emergency protection involves various measures aimed at ensuring the smooth execution of emergency responses. These include human resources, financial support, materials, transportation, medical care, public security, personnel safety, communication systems, infrastructure, social coordination, technical support, and more.

Emergency disposal refers to the procedures and methods implemented once an accident occurs. The goal is to respond quickly in the early stages, manage the situation before it escalates, and prevent further spread or damage.

Rescue and relief involve using pre-planned on-site rescue strategies to provide rapid and effective assistance during emergencies. This includes guiding the public to safety, organizing evacuations, minimizing casualties, and protecting lives and property.

Post-disposal involves a series of actions aimed at restoring normal conditions in production, daily life, social order, and the environment after the immediate threat of a public emergency has been controlled.

Accident prevention focuses on identifying hazards, analyzing potential consequences, and implementing technological solutions, emergency equipment, and management practices to reduce risks and prevent incidents from occurring.

Emergency response outlines the principles, structure, and procedures for handling incidents. It defines the command and coordination mechanisms between government agencies, the roles of emergency organizations, and the responsibilities of their rescue teams. It also clarifies communication protocols, information release processes, and the overall framework for managing emergency situations effectively.
