Jilin Province has recently introduced a new budget standard for the procurement of general office equipment and furniture by provincial government departments, aiming to better regulate and control spending on administrative supplies. The regulation covers a wide range of items such as desktop computers, laptops, printers, copiers, fax machines, scanners, telephones, and various types of office furniture including chairs, bookshelves, filing cabinets, and sofas.
The policy introduces a dual-control mechanism based on staff levels and organizational size, ensuring that purchases are made within set limits in terms of both quantity and cost. Office furniture is also subject to price caps and expected service life standards, making the policy more practical and easier to monitor.
Government officials have emphasized the importance of maintaining a lean and efficient administration, believing that a frugal government can better serve the public. This initiative not only reflects a commitment to fiscal responsibility but also serves as a response to the "four winds" — corruption, waste, formalism, and bureaucracy — while promoting transparency in public spending.
In Hong Kong, government office furniture must adhere to strict guidelines outlined in the "Government Industrial Management and Related Affairs Regulations." For example, office chairs typically cost several hundred Hong Kong dollars. However, some reports revealed that high-end chairs were purchased for up to HK$5,905 each in the Chief Secretary's office, leading to public debate over extravagance.
Hong Kong also enforces strict rules on official receptions, limiting meals to six courses or fewer and requiring detailed pre-approval for all banquets. Violations can result in public exposure, damage to reputation, and even disciplinary action. These measures highlight the importance of not just setting clear standards, but also ensuring rigorous oversight and accountability.
With these "furniture standards," it is crucial to ask: who will check? Who will supervise? And who will be held accountable?
