Ministry of Housing and Urban-Rural Development: The Time for Massive Advancement of Building Energy Efficiency

Qiu Baoxing, deputy director of the Ministry of Housing and Urban-Rural Development, said at the 8th International Green Building and Building Energy Conservation Conference and New Technology and Products Expo yesterday that the time for the large-scale promotion of green building and building energy-saving has matured, and many measures need to be taken to promote green building and Building energy efficiency development.

Qiu Baoxing said that in recent years, China's green buildings have developed rapidly, and social consensus has been formed for the development of green buildings and building energy conservation. If 300 new green building projects are to be maintained every year, 2.55 billion kilowatt-hours will be saved during the “Twelfth Five-Year Plan” period, and 2.298 million tons of carbon dioxide will be reduced. In addition, the gradual establishment of the standard system, the gradual decline in the prices of solar photovoltaics and LED have provided favorable conditions for the development of green buildings and building energy conservation.

Qiu Baoxing stated that it is necessary to promote the construction of affordable housing to take the lead in implementing energy conservation and green building standards. At present, Shenzhen, Xiamen and other places have taken the lead in proposing that all newly-built housing units be green buildings. Starting from 2014, all government-affiliated cities, planned cities, and provincial capital cities will implement green building standards.
