US-China PV "double-reverse" final ruling released this week

The US Department of Commerce has initially decided to impose a 35% tariff on most Chinese solar panels, and the final decision will be on October 10. This will also set the tone for the final vote of the US International Trade Commission in early November. In accordance with established practice, the US International Trade Commission has rarely rejected the tax decision in the past; if the International Trade Commission is to change its judgment, at least four members will change the vote cast last year. Six members of the International Trade Commission unanimously passed the US solar energy industry's substantial damage to Chinese imports last year. It is reported that in the trial of the case, the US International Trade Commission will examine whether the US solar manufacturers are substantially harmed or threatened by substantial damage. The tax rate for responding companies also exceeds 30%. Since the beginning of this year, China's photovoltaic industry has suffered from three sides. In addition to the United States, the European Commission launched an anti-dumping investigation on Chinese photovoltaic cells on September 6. This is by far the largest trade lawsuit against China, involving more than 20 billion US dollars, equivalent to nearly 130 billion yuan. The Indian Anti-Dumping Authority also recently announced that it had received an application from the company on September 12 for anti-dumping investigations on solar modules or parts that originated in China.
