The Work Plan for Further Supporting the Key Work Units for the Healthy Development of Small and Micro Enterprises (hereinafter referred to as the “Division Plan”) has been approved by the State Council and is now issued to you. Please implement it carefully.

Relevant departments must conscientiously implement the "Opinions of the State Council on Further Supporting the Healthy Development of Small and Micro Enterprises" (Guo Fa [2012] No. 14), and further decompose and refine the work involving the department in accordance with the requirements of the "Division Plan". Measures, clear schedules, and earnestly implement them. For the work involving multiple departments in the division of work, the departments should work closely together, the lead department must bear the overall responsibility, strengthen coordination, and other relevant departments should actively cooperate to form a joint effort. I. Further increase financial and tax support for small and micro enterprises

(1) Implement various preferential tax policies to support the development of small and micro enterprises.

Under the premise of legality, compliance and risk control, commercial banks can determine the loan interest rate independently, and support innovative and entrepreneurial small and micro enterprises.
