The Work Plan for Further Supporting the Key Work Units for the Healthy Development of Small and Micro Enterprises (hereinafter referred to as the “Division Plan”) has been approved by the State Council and is now issued to you. Please implement it carefully.

Relevant departments must conscientiously implement the "Opinions of the State Council on Further Supporting the Healthy Development of Small and Micro Enterprises" (Guo Fa [2012] No. 14), and further decompose and refine the work involving the department in accordance with the requirements of the "Division Plan". Measures, clear schedules, and earnestly implement them. For the work involving multiple departments in the division of work, the departments should work closely together, the lead department must bear the overall responsibility, strengthen coordination, and other relevant departments should actively cooperate to form a joint effort. I. Further increase financial and tax support for small and micro enterprises

(1) Implement various preferential tax policies to support the development of small and micro enterprises.

1. Accelerate the pilot of the change of business tax to value-added tax, and gradually solve the problem of double taxation of business tax in service industry. (Responsible by the Ministry of Finance and the Taxation Administration)

(2) Improve the financial support policy.

3. Give full play to the support and guidance of the existing special funds for SMEs. In 2012, the total scale of funds will be expanded from 12.87 billion yuan to 14.17 billion yuan, and will increase year by year. (Ministry of Finance)

7. Arrange for a share of not less than 18% of the total annual government procurement project budget for small micro enterprises. In the government procurement review, small-scale micro-enterprise products can be deducted by 6%-10% depending on the situation of different industries. Encourage large and medium-sized enterprises and small and micro enterprises to form a consortium to participate in government procurement. Small and micro enterprises account for more than 30% of the consortium, and can be deducted from the consortium by 2% to 3%. 8. 9. Implement administrative and institutional fees that have been announced and cancelled by the central and provincial financial and price authorities. From January 1, 2012 to December 31, 2014, small and micro enterprises will be exempted from administrative fees for some management, registration and licenses. Clean up and cancel a batch of administrative fees for enterprises involved in various provinces (autonomous regions and municipalities). The regulation covers operational and service charges for administrative licensing and mandatory access. The growth rate of loans to small and micro enterprises by banking financial institutions is not lower than the average growth rate of all loans, and the increase is higher than that of the same period of the previous year. The small depository institutions that meet the requirements continue to implement lower deposit reserve ratios. Commercial banks should provide credit support to small and micro enterprises that comply with national industrial policies and credit policies. Financial institutions are encouraged to establish a scientific and rational pricing mechanism for small and micro-enterprise loans. Under the premise of legality, compliance and risk control, commercial banks can determine the loan interest rate independently, and support innovative and entrepreneurial small and micro enterprises. Establish a small enterprise credit reward assessment system, implement the differentiated regulatory policies for small and micro enterprise financial services that have been introduced, and appropriately increase the tolerance for small and micro enterprises' loan non-performing rates. 18. Build a convenient and fast financing platform to support eligible small businesses to go public.
