Environmental group calls Bohai oil spill pollution

International Energy Network News: Friends of Nature and other 12 environmental protection organizations released information yesterday that the oil pollution from the oil spill in the CNOOC Bohai Oil Field has spread to Liaoning, Hebei, and Shandong.

“The oil spill accident has a large injury surface, not only in the sea where the incident occurred, but also has spread to Liaoning, Hebei, Shandong and other regions.” Yang Yang, the person in charge of the public's public participation project Yang Yang told reporters.

As of now, the oil spill accident in Penglai 19-3 oilfield, which is owned by CNOOC with 51% and ConocoPhillips operates, has not yet been effectively controlled. The Beihai Branch of the State Oceanic Administration issued a notice on July 31, criticizing ConocoPhillips for failing to complete the clean-up operation of the Penglai 19-3 oil field on schedule and demanding that it expedite its cleanup.

ConocoPhillips starts "self-testing"

In the past few days, environmental organizations such as Friends of Nature, Darwin Nature Society, and the Public Environmental Research Center have constantly received complaints from people in areas affected by oil spills. Daerwen Nature Agency project officer Shao Wenjie visited Leting County in Hebei Province. He discovered that pollution in Leting was more serious than in Long Island, Shandong, and crude oil was everywhere on the beach.

According to the estimation of the Leting County Aquaculture Association, farmers of local seafood such as scallops have suffered a loss of 350 million yuan due to crude oil pollution.

The North Sea Branch of the State Oceanic Administration also said on July 28 that a number of oil belts were found in the waters near Leting. There are still oil spills on platforms B and C in the Penglai 19-3 oilfield, and the area of polluted sea areas has increased from the previous days.

According to the reporter’s understanding, Conoco has sent 60 people to conduct inspections in Liaoning, Shandong, Hebei, and Tianjin along the coast of Bohai Bay, collect potential pollutant samples, and send these samples for inspection to determine whether they are close to the B and C platforms. The oil composition is the same.

The State Oceanic Administration has asked ConocoPhillips to complete the work of blocking oil spill sources, assessing and evaluating the effectiveness of the plugging, and submitting third-party appraisal reports by August 31, and to make relevant announcements available to the public in a timely manner.

Yesterday, 12 environmental protection organizations, including Friends of Nature, Dahl Asking for Nature, and other environmental protection organizations issued an open letter calling on the State Oceanic Administration to proactively and immediately announce the facts and investigations that have been identified in the accident, including the spread of oil spills, and the volatility of oil spills. Quantity, amount of recovery, position, shape and change process of oil spill at any time, measures taken after accident, and control situation.

The open letter also requires the State Oceanic Administration and other departments to publish the progress of the ecological damage assessment, including detailed information on the diagnosis of pollution sources, the determination of the target and degree of pollution, and the assessment of ecological pollution.

The environmental protection organization said that it is certain that the oil spill accident has caused serious damage to the marine ecosystem. However, it has not yet been fully investigated and evaluated.

The Bureau of Oceans or Avoiding "Straw"

The above-mentioned environmental protection organizations called on the State Oceanic Administration to actively accelerate pollution surveys, appraisals, and damage assessments; speed up the responsibility for clarifying the responsibility of the parties responsible for the accident, and clarify the relevant compensation plans, on behalf of the State, bring a public interest litigation on marine ecological damage compensation.

The environmental protection organization also stated that if the National Oceanic Administration cannot file a public interest litigation in a short period of time, the environmental protection organization will not rule out taking the lead in the near future. At that time, we hope to get the assistance and cooperation of the State Oceanic Administration and jointly promote the exploration and shaping of the environmental public interest litigation system in China.

However, Yang Yang told reporters that they had asked the State Oceanic Administration about the level of ecological damage caused by the oil spill and when they were responsible for the responsibility of the company responsible for the accident, such as ecological responsibility, but all failed to respond effectively. Yang Yang said that the public has the right to know that these issues, the State Oceanic Administration should be accountable to the public.

It will promptly announce to the public each time there is an exact investigation result. Li Mousheng also said that ConocoPhillips, as the operator of the accident, should also promptly disclose to the public the environmental impact caused by oil spills.

Regarding the open letter of the environmental protection organization and when to ask ConocoPhillips to make a claim for compensation, Li Mousheng stated that he did not have any relevant information yet.

According to an insider of the State Oceanic Administration, the State Oceanic Administration is evaluating the ecological and environmental impact of the oil spill. However, in order to carry out related investigations better, it is inconvenient to fully disclose the investigation details and contents before the final investigation results come out. , so as not to "make a surprise".

The lawyer suggested that the Ministry of Agriculture prosecutes the president of the Laoting County Aquaculture Association Yang Jizhen recently told this reporter that due to the limited funds and the lack of assistance from the authorities, it is not easy for farmers to claim compensation from CNOOC and ConocoPhillips. Legal process.

They can also request that the Ministry of Agriculture be responsible for arranging professional production. Identification report to confirm whether the loss of farmers is related to the oil spill. If the farmer’s request fails to respond, the Ministry of Agriculture may be sued for administrative misconduct.
