Beijing emission reduction measures upgrade plus yards
On September 7, the Beijing Municipal Government of the People's Republic of China convened a conference on the prevention and control of air pollution prevention in the autumn and winter. The Beijing Municipal Government Standing Committee recently reviewed the "Beijing Detailed Implementation Plan for the Comprehensive Action Plan for the Comprehensive Management of Air Pollution in the Autumn and Winter of 2017-2018 in Beijing, Tianjin and the Surrounding Areas". The plan has identified several major measures: First, the treatment of coal-fired pollution. The tasks of coal-to-clean energy in 700 villages should be tightened. Before the end of October, it is necessary to ensure that all of them are completed, and that they will be over-completed, basically achieving no coal in the six districts of the city and the southern plains. The intensity of coal to gas should be increased. The coal-fired boilers of 10 tons and below in the plain area should be basically cleared. The coal-fired boilers of 35 tons of steam and below should be basically eliminated in the built-up area. The coal-fired facilities of industrial enterprises that have not completed clean energy transformation will be eliminated. Stop running; the second is industrial pollution prevention. The focus is on cleaning up and rectifying scattered and polluting enterprises. Enterprises that have already been accounted for will be cleaned up and rectified before the end of September. Key industries such as petrochemical, automobile manufacturing and machinery must resolutely complete the task of comprehensive management of volatile organic compounds. The cement production industry must resolutely withdraw from Beijing, building materials and chemical enterprises must have peak production; third, motor vehicle pollution prevention and control. The most important thing is to grasp the supervision of high-emission heavy-duty diesel vehicles, severely rectify excessive vehicles, and encourage old vehicles to eliminate and update.
Tangshan Tianjin limited production 50%
Tangshan recently launched the attack on air pollution control in autumn and winter. It is clear that from October 2017 to March 2018, the concentration of fine particles in autumn and winter decreased by more than 22% compared with the same period of 2016, and the number of heavy pollution days decreased by more than 20%.
Tangshan has clearly defined the production and transportation of peak production capacity in the heating season and coking, casting, building materials, transportation and other industries. From October 1 this year to March 31 next year, the coke time of the coking enterprises in the city was extended to 36 hours. Above; casting enterprises and building materials industries such as cement, brick kiln, ceramics, etc., all production stops in the heating season.
The action pointed out that it is necessary to attach great importance to the construction of sewage treatment plants in industrial agglomeration areas. If the construction tasks have not been completed, the relevant counties and urban areas should take extraordinary measures to ensure that they are completed and put into operation before November 15.
Tianjin has also recently issued the "Tianjin City 2017-2018 autumn and winter air pollution comprehensive treatment tough action plan." The program has summarized 26 key tasks in 10 aspects, including accelerating the rectification of scattered and polluting enterprises.
Among them, the implementation of key industry peak production, production capacity limit of 50%; the implementation of a plant with a focus on the key car enterprises, the wrong peak transportation; comprehensive completion, cement, flat glass, ceramics, nonferrous metals, thermal power, coking and other key industries Renovation; to achieve full coverage of 452 key enterprises of volatile organic compounds in the city; before the end of October, all completed, cement enterprises discharge permits issued; before the end of December, completed the discharge of pollutants permit for bulk pharmaceutical manufacturers.
