The first meeting of the Secretary-General identified six key points for this year: research and formulation of the 12th Five-Year Plan, promotion of product structure adjustment, promotion of independent innovation, international cooperation, good exhibitions and self-building. Our club will make full use of the 4th Executive Standing Committee Expansion Conference held in Chengdu from April 27 to 30, 2010, and the website and website of the Association to carry out vigorous publicity and timely convey the spirit of the General Conference. 1.3 Seriously study and meticulously organize the preparation of the 12th Five-Year Development Plan, and report to the National Ministry of Foreign Affairs through effective channels. The members of the 3rd Technical Expert Committee of the Chapter and the member units have written the “Twelfth Five-Year Plan†proposals for their respective product fields. After the summary analysis by the Secretariat, they drafted the “Twelfth Five-Year†development plan for the industry. The Secretary General is in 2010. It has made due contributions to the industry's future winning a better policy environment, and laid a good foundation for catching up with the world's advanced level as soon as possible. 1.4 Actively participating in CCMT2010 and preparing for CIMT2011 exhibition, organizing exhibitors to write exhibiting speeches and exhibitions is one of the main ways to show the development of technology in the industry, promote product sales, and do practical things for enterprises. It is also the main channel for the economic sources of the General Conference. One of the priorities of the work. This club has always attached great importance to this activity. Although the branch has made great efforts to promote CCMT2010, due to the strong extroversion of the industry, most of them attach importance to international exhibitions and actively request to participate in international exhibitions. Most of the domestic exhibitions only send personnel to visit and there is no booth. Therefore, CCMT2010, my club's exhibitors are still few, only 6 companies, the exhibition area of ​​90 square meters. CIMT2011 registered 22 exhibiting companies, with a total area of ​​425 square meters, and the club participated in the exhibition. Unexpectedly, the booth area is still tense. Although it is hard to take care of it, the area allocated is only 234 square meters, and the gap is still nearly half! The 6 member units of our club won a total of 8 “Top Ten†titles in 2009 (including the five top ten titles that are still valid within the validity period): Zhengzhou Abrasives Grinding Research Institute and Henan Huanghe Industrial Group Co., Ltd. After long-term efforts by the Secretariat, a team of 4 researchers from the Ministry of Science and Technology visited the super-hard materials industry on August 5-7, 2010. The team leader is Dr. Liu Qiyan, deputy director of the Research Office of the Ministry of Science and Technology, and the experts have China International Engineering Consulting. Zuo Zhenjun, deputy director of the company's metallurgical building materials development department, Wang Xiaosong, researcher of the General Office of the Ministry of Science and Technology, and Xu Jiangping, director of the Industrial Development Research Institute of the National Development and Reform Commission. To this end, the Secretariat organized a symposium on the development of superhard materials industry. The participants unanimously hoped that the state would give the industry a strong support in a series of policies and give the country a correct positioning of strategic emerging industries. Liu Qiyan and Zuo Zhenjun, deputy directors, made a concluding speech after listening to the report, and fully affirmed and encouraged the achievements of China's superhard materials industry. Deputy Director Liu Qiyan said: I will definitely report the opinions and suggestions of the people to the Ministry, and hope to benefit the high-level decision-making and the development of China's super-hard materials. After the symposium, the research team, accompanied by the Secretary-General, inspected four leading enterprises in the industry. After returning to Beijing, the research team wrote a research report and presented relevant leaders such as the Minister of Science and Technology. It has effectively promoted the inclusion of this industry in seven strategic emerging industries. (2) Continue to recommend to the General Administration of Customs to amend the diamond regulatory policy. In May 2002, the General Administration of Customs issued the "Procedures of the People's Republic of China on the Supervision and Control of Diamonds in and out of the Shanghai Diamond Exchange", which fully integrated the export of synthetic diamonds in our industry into the scope of supervision and only allowed the Shanghai Diamond Exchange to exclusively operate the products. It has had a major impact on the industry. We have been relentlessly responding to the problem for many years and have used the document "Report on the Proposed Establishment of Special Tariff Codes for Synthetic Diamonds", "Report on the Proposal for Customs and Related Departments to Change the Numbers of Artificial and Natural Diamonds", and "Proposal for National Customs The emergency report of the import and export of synthetic diamonds according to the abrasive products shall be reported to the relevant national authorities through the general meeting and the general meeting. In 2005, only the Shanghai Diamond Exchange was able to operate the artificial diamond import and export business. The ice has been broken, and the local customs have started the business. From May 2002 to the end of 2004, the industry enterprises suffered huge losses. Better, by 2006, the relevant government departments finally accepted some of our recommendations and set up a special tariff number 7151020 for synthetic diamonds. However, the General Administration of Customs issued the Order No. 152 in September 2006, which stipulates that diamond powder under the tax number should be exported at the Shanghai Diamond Exchange, while imports do not need to go through the Shanghai Diamond Exchange. However, local customs have not strictly implemented this order, and the company has not encountered much problems in export in recent years. In 2009 and 2010, the General Assembly and Zhengzhou Customs also reported to the General Administration of Customs that the issue was very low and the export tax rebate for industrial products was very low. At present, the problem has not been completely solved. In the future, it will continue to report to the customs and other national administrative departments through possible channels, and strive to completely separate from natural diamonds and remove export barriers. 2.2 Preparation for the 4th Executive Directors' Meeting, Adjustment of Leading Organizations, Election of Branch Experts and Professional Committees The 4th Executive Directors' Meeting was held in Chengdu from April 27 to 30, 2010, and the executive directors and above 25 units, representing 90. Participants seriously discussed and approved the work summary and plan. At the meeting, it was also removed and promoted to one vice president unit, one executive director unit and two governing units (see 1.7 for details). Secretary-General Li Zhihong also introduced the recommendation of the club experts and professional committees: firstly, the industry professionals with senior professional titles will register voluntarily and recommend them by the company. Due to the preparations before the meeting, the opinions of all parties were widely heard. The meeting successfully passed the list and completed the four-member technical expert committee composed of 43 professors and experts with senior technical titles, and the management of 22 enterprise leaders. At the meeting, there was also a big discussion on whether to file a tax rate calculation lawsuit against the US anti-diamond circular saw blade dumping case. The US anti-dumping case against diamond circular saw blades of China and South Korea was filed on May 11, 2005. After four years of lengthy litigation and counter-suits, on November 4, 2009, the US Department of Commerce officially issued an anti-dumping order. China's Antai Steel Research Institute, Boshen Tools and Yankai Tools are separate tax rates: 2.82%, 35.51% and 48.50%, with 27 companies having an average tax rate of 21.43% and the rest of the companies having a punitive tax rate of 164.09%. Mr. Chen of Antai Steel Research Co., Ltd. suggested that he would like to report to the Ministry of Commerce through the industry association, on behalf of the Chinese government, to file a lawsuit against the WTO that “calculates the tax rate according to the principles of the WTO, positive and negative, weighted averageâ€. The Boshen tool puts forward different opinions: If the lawsuit is filed in this way, it will affect the anti-dumping review that began at the end of this year, and the average tax rate of other enterprises in China will increase, which will damage most enterprises. Moreover, other countries have sued the WTO for the US zero return calculation method, but the US has not implemented the WTO decision. Instead of trying to do this kind of useless work, it is better to try to review it. At the meeting, representatives of various enterprises also expressed different opinions. Some people think that the lawsuit is not as good as early fights. Some opinions cannot damage the interests of most enterprises. It is necessary to wait until November to see if the review is to be filed and then make a decision. After the discussion, most people’s opinions were the latter. The Secretary-General stated: If everyone forms a unified opinion and the lawsuit is beneficial to the entire industry, the association will definitely come forward. The US Department of Commerce issued an announcement on November 3 and began accepting anti-dumping applications. At present, domestic enterprises have filed an application for anti-dumping review, the US has filed a case, and a questionnaire survey has been started in December. 2011 will be the year for domestic enterprises to respond to the review. Special guest lectures were also held with five experts from the industry and Mr. Trenker Alfred from Trenker, Germany. The two-day forum was hosted by eight professors and doctors from the Super-Expert Committee, Executive Deputy Director, Deputy Director, and Chairman of the Board of Directors, Lan Minxiong. Among the seven major areas supported by China, only biomedicine is not involved. The paper concentrates on a large number of examples and detailed data to prove that the processing efficiency, service life, energy saving and emission reduction of super-hard materials and products are dozens to hundreds of times more than traditional materials tools. The main content was to exchange information and discuss the possibility of strengthening cooperation and the normal participation in our annual meeting.
